The Surprising Decline of Workplace Sexual Harassment Incidence in the U.S. Federal Workforce

U.S. Merit Systems Protection Board (USMSPB) surveys document a decline of more than 50 percent between 1987 and 2016 in the percentage of women working for the federal government who have been sexually harassed (narrowly or broadly defined) in the prior two years. This decline has been underappreciated due to the infrequency of USMSPB surveys and the delayed release of the USMSPB report based on the 2016 survey. The decline in workplace sexual harassment of women has taken place across all federal agencies and at all workplace gender balances. While, in 1987, there was a strong positive correlation between male predominance in the workplace and women’s report of sexual harassment, this association was greatly diminished by 2016. The formerly substantial gender divide in attitudes toward sexual harassment was also mostly diminished by 2016. By extrapolating the USMSPB surveys of federal workers to the entire U.S. workforce, I estimate that 4.8 million U.S. women were harassed at work in 2016 (using a narrow definition of harassment) and 7.6 million U.S. women were harassed at work in 1987 when the female workforce was substantially smaller. More than 700 women were sexually harassed at work in the United States in 2016 for every sexual harassment complaint filed with the Equal Employment Opportunity Commission. The observed decline in sexual harassment has implications for theories about law and social change.

Dissecting the Lexis Table: Summarizing Population-Level Temporal Variability with Age–Period–Cohort Data

Since Norman Ryder’s (1965) classic essay on cohort analysis was published more than a half century ago, scores of researchers have attempted to uncover the separate effects of age, period, and cohort (APC) on a wide range of outcomes. However, rather than disentangling period effects from those attributable to age or cohort, Ryder’s approach is based on distinguishing intra-cohort trends (or life-cycle change) from inter-cohort trends (or social change), which, together, constitute comparative cohort careers. Following Ryder’s insights, in this article I show how to formally summarize population-level temporal variability on the Lexis table. In doing so, I present a number of parametric expressions representing intra- and inter-cohort trends, intra-period differences, and Ryderian comparative cohort careers. To aid the interpretation of results, I additionally introduce a suite of novel visualizations of these model-based summaries, including 2D and 3D Lexis heat maps. Crucially, the Ryderian approach developed in this article is fully identified, complementing (but not replacing) conventional approaches that rely on theoretical assumptions to parse out unique APC effects from unidentified models. This has the potential to provide a common base of knowledge in a literature often fraught with controversy. To illustrate, I analyze trends in social trust in the U.S. General Social Survey from 1972 to 2018.

The Religious Work Ethic and the Spirit of Patriarchy: Religiosity and the Gender Gap in Working for Its Own Sake, 1977 to 2018

Societal beliefs about women’s work have long been a metric for gender equality, with recent scholarship focusing on trends in these attitudes to assess the progress (or stalling) of the gender revolution. Moving beyond widely critiqued gender attitude questions thought to be the only available items for measuring change over time, this article considers women’s and men’s views toward their own work over the last half century. Traditional gender scripts frame women’s labor force participation as less than ideal, something to do if financially necessary but not because work is intrinsically rewarding. Historically, this gender frame was reinforced by religion. We examine the gender gap in working for its own sake over time and whether and how religious involvement moderates these trends. Overall, the gender gap has declined to the point where it is now virtually nonexistent. However, religious involvement acts as a countervailing influence, bolstering the gap such that frequently attending men and women have not yet converged in their desire to work. Although the most religious Americans have not yet converged, men’s dropping desire to work and women’s rising desire to work are society-wide trends, and even the most religious Americans could be expected to converge at some point in the future. Traditionalist institutions contribute to unevenness in the gender revolution, but preferences cannot explain the persistent society-wide precarity of women’s work: Women now prefer to work for work’s sake at the same rate men do.

The Continuing Persistence of Intense Religion in the United States: Rejoinder

In their comment on our article about the persistence of intense religion in the United States, David Voas and Mark Chaves (2018) claimed that “the intensely religious segment of the American population is shrinking.” In this response, we show that intense religion has persisted from the 1970s to the present, with a temporary uptick during the exceptional Reagan years. Voas and Chaves concluded otherwise because their analytical strategy was not sufficiently sensitive to nonlinear patterns. In addition to demonstrating the continuing persistence of intense religion, we also discuss criteria for measuring intense religion over time and the importance of avoiding unfounded assumptions in age–period–cohort analysis. We conclude that aspects of the classic secularization thesis championed by Voas, Chaves, and others are not supported by the data, and we suggest that scholars should look for better ways of thinking about religious change.

The Persistent and Exceptional Intensity of American Religion: A Response to Recent Research

Recent research argues that the United States is secularizing, that this religious change is consistent with the secularization thesis, and that American religion is not exceptional. But we show that rather than religion fading into irrelevance as the secularization thesis would suggest, intense religion—strong affiliation, very frequent practice, literalism, and evangelicalism—is persistent and, in fact, only moderate religion is on the decline in the United States. We also show that in comparable countries, intense religion is on the decline or already at very low levels. Therefore, the intensity of American religion is actually becoming more exceptional over time. We conclude that intense religion in the United States is persistent and exceptional in ways that do not fit the secularization thesis.
